It was poor planning at the local precinct district level. You’re Sgt. Didn’t take command and control of that scene. Some of those deaths we’re preventable, BSO paid a heavy price for being soft on crime.

How many of you in BSO have Sgt’s who have required you to do a done a walk through in your soft target areas? I’ll bet none of you have.

These are things that have to be done BEFORE the shooting ever takes place. That’s called thinking outside the box and you guys don’t have that kind of leadership there. It’s called Pre Planning. That’s what real leaders do and you ain’t got em. You guys just need leaders and you’re short on them. The only thing you seem to be good at is pointing fingers after a tragedy. Jesus, how many times do you guys need to be put on notice?
Tomorrow is the Fourth of July. How many of you have walked your parade routes? How many of you have made plans for the possibility of some nut job going crazy? Have you secured your buildings? How about having dogs in place? Guys you have to take this seriously. You’re 4th of July events need to be protected no different than a school or an airport. Get serious.

How many of you have heavy steel or ballistic armor in the case of a Dallas shooter incident? Does BSO even provide you that equipment? If they don’t have you taken the initiative to get it on your own? After Dallas you would think it would be required. What about traffic control? Look at the attacks that have taken place with motor vehicles. The list goes on and on. What has your agency even done for planning? Are your most important command people in place? Or are they on vacation?

In response to your comment, the problems in our community were of HIGHER rank. It's easy to throw the school security guards, the SRO's deputies and sergeants out to dry. We know better. The serious cases in our community prior to Cruz that involved victims of school crime were "handled" by a lieutenant under the supervision of a Captain who seemed to be making the decision that child crime victims were not worthy of a detective being assigned. And who are these elusive "downtown" people who avoid phone calls about pressing charges? When a case goes "downtown" it is in the abyss until it is quietly closed out following a joke of an "investigation."
Everyone who lives here knows that there was ONE individual who called the shots in this city about juvenile crime. Cruz and every other problem in this city was created at the school right next door to MSD with "E" and "I" completely left in the dark.
Ask parents. They were both more than willing to intervene. They were slapped down by both admins at every turn. What happens when you repeatedly reinforced inaction ? When action is warranted, there's inaction. Everyone lost here; with the exception of 2 who retired while the low hanging fruit is thrown to the wolves. All that being said, there are many in this community who support law enforcement. These problems are ALL at the top.

There are a few people (not many) in this agency that could do all of the above things and make firework shows and parades safe. The problem is they are not Colonels. In this agency, if you speak up or are perceived to know something more than a higher rank, you are considered a threat and a liability to the upper command. They will all turn on you and attack you until you no longer have the desire to try and make things better. If you work in BSO, we all see slugs. If you were to speak to others about these "slugs" more than 90% of the time you would probably hear stories that they were once one of the most productive Deputies on the streets but they ran into supervisors who did not like people like them. Write up after write up and a ton of IA cases later, the all star Deputy rolls over because he has a family to support and becomes compliant. Years pass and now the same supervisors who climbed the ladder a little higher want improved stats. This place needs a complete flush and a cultural change.

    Here’s some help

Your agency needs to take a survey to see if any of your deputies have done a complete walk through on your schools, community centers, shopping centers, etc. if you haven’t done it then do it immediately. If it has been done you need to find the people who made that happen and utilize them. You guys have a lot of catching up to do. It’s like two weeks to the final exam and you guys haven’t even cracked a book. You guys are in distress. Take this life preserver and use it.
