The academy should be close to self sufficient then.

Yeah, I’ve heard about reporting someone to the collection agency for not paying it back. Guess it’s real deal. $11,000

Just stay for the 2 years commitment.

Do they charge troopers for training reimbursement after transferring to the Academy, CVE, background, or any other special positions (where they get specific training), if they transfer out and don’t stay their required time?

Certain troopers are allowed to transfer in and out prior to being in their position for a whole year. I think some positions even have a two year commitment.
