Even laterals do fto for a few phases, it would be a huge liability if these retirees skipped fto and then got themselves in trouble — imagine the backlash if they grabbed a kid or failed to deescalate properly

And an FTO phase would teach kid grabbing and deescalation? I guess they wouldn't have knowledge of this stuff after a 30 plus year career. Yes, they would need to be instructed by some 21 year old fto.
