From reading all the alleged Ortiz' misconduct and Colina's apparent failure to assertively engage the power of his office, concerned Miamians must submit a complaint letter to Miami's city manager, with copies to the mayor and commissioners, demanding an external investigation of all allegations of misconduct against Ortiz. That external investigation should be conducted by the Florida Department of Law Enforcement (FDLE).

Once FDLE completes its investigation, Colina should ask The Police Executive Research Forum (PERF) select three command officers from police agencies similar to Miami PD, having those selected command officers review FDLE's findings and render their findings, based on Miami PD's Departmental Orders, whether the allegations are sustained or not.

This process, would remove the investigative and finding of facts determination process, regarding whether complaints are sustained or not from Miami PD's command hands and provide a semblance of objectivity. Should one or several allegations be sustained, Colina will then make disciplinary recommendation(s) to the city manager, who in turn will approve the degree of discipline that should be awarded or not

Do nothing and the insanity will continue, with the "patient" leading and managing the asylum that is the Miami Police Department.

Of course all of these processes can be avoided; perhaps if Colina undergoes a Testosterone Therapy, infusing his withering testicles with, albeit artificially, youthful energy. Charged and rejuvenated, Colina will then direct a selected team of Internal Affairs investigators to examine all complaints against Ortiz, discern findings of facts and submit their investigative conclusions to Colina. Armed with such finding of facts; assuming they are sustained, recommend appropriate discipline to the City Manager for his final adjudication. Then again, what are the chances of that?

Ortiz, has to have the goods on many staff and some at city hall, cause anyone else would have been fired, a while ago. All our b!tchen and finger pointing will change nothing, as far as Ortiz's goes. There's no middle ground, you either get along with him and your golden.
