A "Greasy" civilian school administrator with oversight of a few cooperative, deceitful thugs to assist with any issues, certainly appeared to either outrank anyone at the substation or perhaps worked very cooperatively with someone to keep some very serious issues on the down low.

I'm no fan of the sheriff or most law enforcement for that matter. Cowards with badges most are. But your hero "Stormin Norman" is a complete a**hole and a bully like most cops.
