Old twitchy is one lucky SOB. He skated on the 1993 charge and then again just beat a new sexually deviant charge of knocking boots with his former Capt at the port. Kinda shows a pattern here. But dont worry, he will tell you that he has done nothing wrong and is the perfect employee. Then he will stab you in the back, throw you under the bus, and stand over you like capt Morgan while gloating to upper command that he is the best!

Det Brian Rupp was the one that rec’d the oral and ‘suffered an orgasm’. Get confused with the facts. What JS did was definitely wrong. Then again, police ‘procedure’ was way different 26 years ago. This was common practice amongst FLPD and BSO VIN units back then.
