Problem is, DLE IS responsible for law enforcement because they are under contract with BCPS and with the districts. This scheme would be the same as the Sheriff telling the president of your HOA that he has the authority to handle LE in your neighborhood. It's a win-win for both until there's a catastrophe. Haven't seen this report but if this was a Lt. "D" or a 4000 CCN Sgt. sign off then it is not the only case of this type in that district
