If the Dictator is just gonna pick who he wants then just do that. People study to take a stupid test then get placed on a list of people that the Dictator will never promote. He just picks who he wants. What is the point of a contract then anyway? What is the point of policies? Hell you have a major who lacks the education to even be considered for lieutenant by the current standard. So why should rules matter?

Who says anyone promoted did not pass the test? Are you saying they failed or did not take it? Get grip you complain because good test takers get promoted and now you complain because a no test taker gets promoted. which way you want it? do you think the Sheriff should automatically promote someone just because they are on a list and legend in their own minds. He could have put someone there with prior CAC experience(AW,GP,MK) and avoid eroding confidence in the promotional process. Promoting someone with maybe 5 yrs on and not taken the test makes any reasonable person question the process .
