Well, yeah. It takes 3 or 4 troopers to do a report. The first guy there has to wait for a SGT, and/or LT to show up and change or approve the report. This can take 3-4 hours in some cases, especially if the Lt shows up and wants the report re-done.

Full of micromanagers, and they wonder why the agency is crumbling. It'll be nice when they're replaced with statewide community service aides.
