Actually, it can, if we let ALL of the evidence come out and the investigation take its course. Or maybe it will show that it was not systemic, time will tell. One thing I know for sure is that this garbage blogger that puts out nothing but 3rd grade work is anti bso. He questions everything bso but does not question the cspd superhero major about all of the cspd that are heard setting up perimeter and giving descriptions of bullet holes as if they were admiring a Picasso. Why this gleeful throwing brothers under the bus? Peterson was broadcasting, giving live intel on the ground. Training says his broadcasts are more reliable than 911 callers. Eason and Kratz responded to Peterson's radio commands. They did the correct thing. The failure was Peterson and Peterson alone.
