    Loeffler met six colleagues and talked about a new prosecutor who came to her for help with an “overwhelming” burglary case. Loeffler gave the new prosecutor a chart to make easier to decide what to charge and what to decline. Weeks later, the chart was brought Brodsky and his senior staff, which included Chief Assistant State Attorney Craig Schaeffer.

    Brodsky and Schaeffer ordered Loeffler to “file everything and use the charges you can’t prove as leverage to get a plea on charges you can prove.”

    Prosecutors are only allowed to file charges if they are supported by evidence. Attorneys who violate the ethical guidelines contained in the Florida Bar and the Professional Rules of Conduct risk losing their license to practice.

    In her termination meeting, Loeffler asked Brodsky, Schaeffer and Assistant State Attorney Art Jackman if they believed it was ethical for a prosecutor to use charges that they can’t prove, in order to force a plea. She asked Brodsky and Schaeffer twice if they told a division chief to order the new prosecutor to file all charges, regardless of proof for leverage. Loeffler even offered to apologize, if the account was incorrect, but they did not respond.

    Well, they DO decline just about everything.. It is pretty hard to get anything to stick

    The SAO is a total joke. They are the main factor in the rising crime because the bad guys know they will not be charged, or will get a plea to some petty charge, if anything at all. They just throw everything out, especially if it's blacks because victims and witnesses won't cooperate.

    Put yourself in their shoes. Just imagine getting a copy of every single PCA that is ever generated and then trying to make a determination of what to do with it. Here are two facts:

    1. If the police were to enforce every law, the court could not handle it and the public would not tolerate it. (Knight is clueless about this concept).

    2. If the SAO were to file on every PCA, the courts could not handle it.

    It's not so much "If the SAO were to file on EVERY PCA" it's if the SAO were to file on ANY PCA!
    They throw everything out !!! They won't file on the guy's 29th car jacking. They won't file on the gan-banger's 17th rape. They won't file on the 32nd occupied stolen arrest the guy has had in three years. They just don't file anything, period. They are just doing their internship as criminal defense weenies, so they are networking with other CDA's to get the crooks off.

    It's a numbers game

    Just like any other poorly led agency, the management uses numbers. I could make a sg18 arrest everyday and the intel gathered could clear a dozen open cases but at the end of the month I only get a few check marks but if I write 100 UTC's then I have 100 check marks. So if your name is on a board that shows how many SUCCESSFUL prosecutions you had/have as an attorney (Win vs Loss) you too would only take the cases with the smoking gun AND video of the crime.
