No. Fix the low pay which has been plaguing the agency for years to this very day and put a step plan in place so veteran troopers wouldn't be making the SAME salary when they first started.
FHP can hire and train as many troopers they want, but until they fix the low pay, nothing will change.

Oh, I see so he had the wrong answer. The new plan is to pay everybody so much money that turnover goes to zero.
Sounds like a great plan. That was the Governor's idea or yours? When does this go into effect?

Back when I joined FHP the starting pay was just over $13,000 dollars a year in the non CAD counties. The four CAD countries back then the starting pay was about $16,500 dollars a year. That was back in 1985 by the way.
When I retired my high five came out to $72,000 dollars a year, today my retirement check is $68,000 dollars a year with my insurance subsidy included, in July when I get my 3% COLA raise I will be just over $70,000 dollars a year for my retirement pay.
Life is good.

This is the same thing they promise every year. You may get a 5 % pay raise every five to six years. If you are going into law enforcement and risking your life for the next thirty years. Look for a step plan and what the department is offering. Because the Florida Highway Patrol raises come from Florida legislators. Don't look for much but they will let you work longer hours by offering you overtime and that is more time away from your family to risk your life in their uniform. These are thing you have to look at when going into law enforcement especially with the state of Florida
