Assume Gimenez fires Juan Perez and Nanney takes over; before Nanney is sworn-in Gimenez and Deputy Mayor Maurice Kemp will provide Nanney the script he will follow as police director. In other words the same old, trite and ineffective practices that Juan Perez has followed. As Miami Dade de facto sheriff, Gimenez does not want the heat a proactive MDPD will generate and there lies the gist of violent crimes in Miami DADE UMSA Black areas.
