Before Carlos Alvarez ruined MDPD, Fred Taylor had one detective from the Special Investigation Division, Criminal Intelligence Bureau detached to the local FBI Office. That was a person the FBI had vetted and could trust with the sensitive intelligence the Bureau could divulged to that detective. Remember, MDPD is Dade County's de facto Sheriff Office and as the Bureau does with FDLE, the FBI compartmentalizes and divulges that actionable intelligence that is pertinent to the County and State at the precise time the Bureau deems most appropriate for County and State Law Enforcement Agencies to activate and execute emergency operations plans, usually 48 hours in advance if at all possible. Sometimes, terrorists' driven dynamics may, and often do alter such notification window. That is why, then our Uniform Services Division, Special Patrol Bureau, had pre-planned operational contingencies to engage as promptly as humanly possible. This FBI compartmentalization of intelligence information is not new. From 1975 onward, this policy was in effect when Dade County in general and the City of Miami in particular were awash in politically motivated bombings and homicides.
Director Juan Perez, anything else is a waste of police officers that could be on the streets engaged in proactive policing.

Did not think anyone would still remember. That Criminal Intelligence Unit was headed by the late Commander Freddy Mendez. He was there from the time he was a sergeant until the time he retired from the department. Freddy's contribution to the department can never be repaid. He was esssential in creating the original FBI South Florida Joint Terrorism Task Force where every agency from the FBI, CIA, DOS, ATF, and state and local departments was represented. The flow of information fed a squad of detectives who in turn informed the department about criminal trends and impending acts of terrorism. Freddy ran that unit very well and they neutralized or ended by arrest an infinite number of narcotic cases and a myriad of other crimes. Though most in this department may not recognize Freddy's name as they drive into HQ, a drive that is named after him, those who were lucky to know him can only shake their heads when they see how Carlos Alvarez and the following administrations destroyed a very good unit and replaced it with a bureau now headed by a corrupt criminal named Major Andrew Glass.
