As far as Patrol goes, it depends on the shift. Some are not as staffed as others, so there's a lot of reactive policing on the street level.

We need a leader that is able to even survive today's policing and evolve with the culture of society (crime, politics, ever-changing legal guidelines, etc.). He is too one dimensional; PWT's are a great idea for building with the community, but he has no idea how to fight or prevent crime...Worst of all, he is not willing to listen or poll his own troops on issues, which is the worst quality a leader can ever have. Halloway is not a nice guy. He only cares about himself and his image with the media. Why else do you think Yolanda Fernandez sits in on command review boards? He only cares how he can spin things to the media. Halloway does not care about the City of St Petersburg, he does not care about fighting crime and he does not care about his officers and their families. Because if he did he would have properly applied for the job at hand instead of being appointed last second by Ricky. And to further prove he doesn't care about the city or its people, he applied for the Tampa Chief's job when all the polls looked like Baker was going to win.
