I think he is a closet raciest and has set an agenda, along with Major Man Hater. If you take a step back and look at what's being hired over the last several years you have to wonder.

There is no doubt Major Man Hater has an agenda. If the higher ups are smart they will make sure they oversee this promotion/transfer pick.

So Major Manhater won’t even give lieutenants a chance I’m sure. Whichever captain has kissed her butt the most will be her choice. She has such a high opinion of herself I’m sure she feels qualified to be Colonel. Expect her to apply for chief and lieutenant colonel positions when Duarte n Thompson retire.
