Cardwell. WTF, Gene!
Do everyone a favor and GTFO of here. Take you and your worthless band of rednecks with you. You have repeatedly shown you have no clue at attempting to run this agency.
This was another home cooking job by you and Brown. You have shown time and time again, that you are clueless in decision making. Its been obvious over the years that Cardwell was not moving anywhere, then he cashes in his Mark Brown Troop F buddy card, and takes over Troop H.
Cardwell comes from the same micromanaging school as Bauman and Welch. Repeat same sequence.

Clean Slate
Troop h is a small troop. It doesn’t need all the drama that discipline and micromanaging types bring. As long as Welch’s methods continue through the ones that are still there, that place will never be stable.
People that just got there already want to leave. They keep screwing with people for the smallest stupid stuff. Holding it against them.
Start with a whole new slate.

What is your definition of micromanaging?
Does it mean holding people accountable? Expecting them to be in their zone or work area? Expecting them to take appropriate enforcement action. Expecting people to be working and not at home or somewhere inappropriate? Show up for court? Putting the FHP job first, before ODPE? No FHP job, no ODPE! Scheduling overtime and expecting you to work during the overtime?
I could go on, but enough with the questions. Seriously, what do you consider micro managing?
Also, I know all of the people you mentioned. Yes, there might be some baggage, but who is perfect!
