Better just to give every single trooper the CMP and CAD, not just limit to certain counties but statewide. A $8,000 pay boost for all troopers.

Critical Market Pay, troopers are critically needed everywhere due to severe manpower shortage.
Cost Area Differential, cost of living is going up.

That'll solve the pay issue for now.
