It is a leadership issue. You see a group of untrained individuals with a leadership that does not know what it does not know. The leadership tries to "act" the part of its roles based on what it thinks it should do, but it has no real world experience.

The city tried to solve the leadership problem a few years ago by bringing in an outsider, but they picked the wrong outsider, and they got burned. It was the particular outsider, not the theory. Thus, they went back to reliance on insiders who were/are clueless. Everything that you mentioned above supports a lack of experience, and it is not a "joke." This is serious stuff (people's lives).

You forgot to mention the department's absence at the gym shooting. Once again, people's lives were at stake, and the department was nowhere to be found.
Everyone knows that the house needs a major renovation, but the politics of the issue prevents it.

The absence you speak of is due to improper staffing. The absence is due to having a pet untit of NTL's with weekends off. The absence is due to giving too many full weekends off to a bunch of malcontents.

The improper staffing is caused because no one wants to join this department. Moral is low, and the department specializes in keeping 90 year old women happy rather than earning the respect of the overall community.

With good leadership, people can work together. With the current situation, people stab each other in the back while they claim to be doing their job. Yes, the department is a joke, and an expensive one for the city.
