The Manager knows his job is on the line so he ain't no fool. Virgil is loved by all of his guys/gals. Oates has not transitioned as well and is not trusted by the rank and file. What he did to Ocean Drive is unforgivable. All the work that was done by preservationist, business owners, fashion designers etc is gone. #epicfail

Everyone by now (even Ernesto) know that Oates has not lived up to all the hype. The Manager made the right decision not to give PSCU to Oates. That Unit is in ICU. That last thing they need is an arrogant out of touch prick.
