Rank, ego and isignia

Best answer please: I am a recently retired military veteran. The more authority and number of troops you command in the military, is indicated by rank insignia. For example a one star general would have command over at least 5,000 troops. Three star general commands at least 20,000 troops, armored unit, active in war engagements, etc... you get the picture. I noticed sheriff and police departments differ in rank insignia, mainly in the position of chief of police and sheriff. For example the Pinellas County Sheriff wears three stars and oversees over 1,000 personnel. The Chief of Police for Kenneth City and other very small departments (under 20 personnel) wear three stars. Some Chiefs wear Full bird colonel rank. Why isn't there a recognized standard for rank insignia? Makes no sense to me. Looking for the best answer please. This should be fun.
