She's a Brierton / Welch crony holdover and acts just like them. She only acknowledges who she thinks deserves her attention just like Welch.

Short list published in Melbourne police chief search.
A search committee has narrowed the list of candidates for the city’s top law enforcement job to 13*applicants – including at least two with ties to the Palm Bay Police Department. Another candidate is a current commander with the Melbourne police department.
The Florida Police Chief’s STARS Team reports that it received 29 applicants for the Melbourne police chief’s position after the job was posted Jan. 18. Five of the applicants were from Florida, while others were from as far away as Utah, Washington state, Maryland and Georgia.
Melbourne Police Chief Steve Mimbs announced in November that he would step down this year. The 56-year-old Mimbs made the decision after a series of high-level meetings with Melbourne’s city manager and after a special consultant’s report made a number of recommendations for internal change within the agency.
Berger, Moya, Sanders and the other applicants will now participate in a written assessment containing a select series of questions focused on experience, policy and procedure. The candidates are:

A final selection of top candidates will be made at a later time.
The police department has 169-sworn officers and an operational budget of $24 million.

Actually the email showed he respects his superiors and does what he's asked to do. He's being used as a scapegoat by Rhodes, who grabs every opportunity to kiss Putnam's ass because she thinks he'll be Florida's next governor. Her whole group of Mean Girls up in Kirkman came from Ag. Hopefully the whole truth will come out soon. In this instance, the scum really did float to the top.

Welch was following directives by ghq.. they're making him retire only as a way to clean up the mess after of the negative publicity.
IMO they should clean house at GHQ starting with Mike Thomas.
This whole quota thing has been going on a long time.. now it's finally coming out..
