The letters to and from Frenkel are public record and are in the public domain. Frenkel wanted the same arrangement as in previous years. He was told he would have to take the deputies that were assigned. Frenkel then asked if he could have 8 specific deputies who had worked the fair before. He was told no, he'd have to take who was assigned. This came from Morgan.
