Well if the trooper was sure enough that the action required a citation, shouldn't that trooper care about the outcome of the case? He's trying to correct perceived bad driving behavior after all, is he not? You are hinting that troopers write bs tickets for no reason.

I dont know about the rest of the state but in Troop A, CVE has consumed almost all of the good Troopers. All thats left for the patrol side is inexperienced, new Troopers with only a few days on. Rookies training rookies. Eventually it will lead to a huge disaster.
