The IP address your reading is the IP for the the LEO affairs site server. Not the posters. So according to you, the entire site has every post placed by a single user. Unless your the Admin. or have a warrant you cannot obtain the IP address from posters legally. If you have hacked the server, know the original posters email assigned to the IP, redirected the DNS cache, or used other methods, they are all illegal. However, if that original poster is using a Proxy/VPN your SOL on obtaining the IP. If you further think your super tech. savvy by posting via a TOR site, you've successfully flagged your own IP (regardless of Proxy/VPN) to government tracking.

This is as far as I'm going to go, the other steps are classified and you don't need to know. But just to give you an idea.

You upload an image to this web-page and recieve a link to the image. You can send the link to somebody on mail/IM or use it in forum signatures/soscial network websites etc. When somebody opens/views the image in their browser, their IP ADDRESS will be logged and you will be able to view the log information on this web-page.

They are also identifiable in the address linked to the photo or whatever else if you look first. You further cannot guarantee the party your wanting will click on it unless your data collecting on a fishing expedition.

Since this is a site known to frequented by LEO's posting and venting about work, people who think fishing necessary make it easier for a warrant to be obtained against them. You just have to know people in the right agency to obtain this from.
