By "professional", you must mean one who is paid for their services, and not someone who is exemplary in their actions.

However, if you want to rely on professionals, you should look at the closeout memo where three professional ASA's decided Mata was flat out wrong on all three charges he tried to bring against Doc, showing him to be completely incompetent in his understanding of the law and execution of his "professional" responsibilities:

I'm actually in disbelief that Mata may have actually made a valid stalking arrest. But even a broken clock is right twice a day.

However, I wouldn't be surprised if he falsified records in that arrest as well. His track record supports this just as he made knowing false statements in his subpoena against Doc:
