The agency is a 12 million dollar a year entity. It should be managed and staffed accordingly - to ALLOW THE RANK AND FILE to do their jobs with support, not fear. The agency exists for the rank and file, the rank and file do not exist to operate the entity for the benefit of the administration. This is not Egypt and this is not a pryramid.

The management and administration should accept their roles as subordinate in value to the organization to the value of those whose work operate the day to day mission of the organization.

Disgraceful and incompetent management uses fear and retaliation to rule, not team building, flexibility to lead.
