    Perhaps the most troubling part of this entire incident is that without the video footage, these two officers would still be on the beat instead of facing a criminal investigation. Indeed, Bongiovanni’s false police report—along, potentially, with his own lengthy record of unpunished misconduct charges—points to how the “blue wall of silence” keeps criminally bad police officers on the job often at the expense of the civil rights of minorities.


    sounds like the garbage MPD haS that continues to get away with more complaints and evidence than these guys

    Straight from the DOJ, What has changed?


    We are reminded of the fact that, in 2006, we commended MPD for implementing some of the policy reforms that we suggested in 2003. We were hopeful at that time that the reforms were laying the foundation for the practice of constitutional policing in the City of Miami. However, the series of shootings that prompted our present investigation, and the findings we have made here, make clear that some of the problems are still entrenched. Our first investigation of MPD came after highly publicized incidents of MPD officers engaging in excessive force and corrupt conduct. Our second investigation has revealed systemic concerns about MPD's use of deadly force and comes amid another round of highly publicized allegations of corruption within the ranks ofMPD.

    Mr. Voltaire stated while properly parked and seated in his vehicle, he was approached by Sergeant Valdes, who demanded to see his driver's license, proof of insurance and his vehicle registration. Mr. Voltaire stated he initially refused to provide the documents and demanded to speak to a supervisor because he felt he had done nothing wrong. He was recording his interaction with the police when Lieutenant Ortiz arrived on the scene. Mr. Voltaire stated Lieutenant Ortiz reached into his vehicle and removed his cell phone from his hand and manipulated the phone in some way before removing the battery from it and throwing the dissembled pieces back into his car. Mr. Voltaire stated he was arrested and after being released from TGK, he discovered several items of personal property were missing from his vehicle when he picked it up from Southland Towing and the two video recordings of the interaction were deleted from his cellular phone.

    10-day letter sent to the complainant. CIP staff made contact with the complainant at the telephone number listed in the Internal Affairs report. The complainant stated that he lost his phone before he was contacted by Internal Affairs so he decided not to follow through with this complaint because he did not have any evidence. He does not wish to pursue this complaint because he knows it will be his word against the two officers. The complainant was told to call back if he changes his mind. CIP staff has had no further contact with the complainant.

    CIP Staff recommends that this complaint be closed as No Finding because the complainant does not wish to pursue this complaint.

    Lieutenant Ortiz was hired March 22, 2004. He has received 31 citizen complaints, 1 driving complaint and he has 17 use of force incidents noted.

    Surprise surprise the same two clowns that drive around in unmarked cars, covered tags and windows get another complaint that fits the long history of the same bahavior. Another bs "we can't do nothing" investigation
