Who was the Hispanic City of Miami Police Officer seen on channel 7 news with a cigar in his mouth placing crime scene tape as he was closing and evacuating the American Airlines Arena?

You will find our great leader Chief Rudy Llanes everyday in uniform violating his own departmental policy especially from 4pm-630pm at the Central Station Parking.
Members and Civilian Employees not in uniform:
11.6.48.4 Members and Civilian employees not in uniform shall not smoke; chew tobacco, gum, or snuff while in direct contact with the public or where these activities interfere with the proper and courteous discharge of their official police duties.

Now this is a new low, even for some of us. An officer with a cigar, WOW! Let take him out back and pistol whip him. Don't we have more pressing problems to deal with? Give him credit, at least he was doing something, instead of parking under a tree and watching HULU or Netflix's.

That's the problem with your ignorant mentality of thinking smoking a big fat cigar in uniform is Ok.
This was a Disney on Ice kids event. A family event. Small kids see this first example of what a police officer looks like and they see loud mouth Roque smoking a cigar!
