SIMPLE FACTS are no other officer in south florida......

IT is safe to say no other officer has more complaints, lawsuits and evidence to have him permanently assigned to a desk and investigate the long pattern of abuses, stalking and perjuries . This well documented history wrapped up in a bow with a termination letter can be put together.

But in the land of corruption this is all fantasy because we know how the system works for some. Justice is not blind, justice here sees race, dollar signs and associations.

That's a Major violation of departmental orders handling a personal involved incident in or outside our jurisdiction.
He was supposed to call a on duty officers and not take any police action.
But not Ortiz! He blocked the vehs path and took down the driver at gun point.
    What a tough guy!
This complaint is so easy to sustain that is not even funny!

    DEPARTMENTAL ORDER:

11.6.17.31 failure to report or take necessary action in a known violation of law or city ordinance.

11.6.28.2 to enforce: the failure on the part of any member to take action regarding violations of any statutes, laws, ordinances and regulations, coming to their attention or about which they have knowledge, maybe made the subject of disciplinary action against that member. all members of the department are equally responsibly for the enforcement of all laws and ordinances.

Damn if you do, damn if you don't.

This, doesn't apply out the city. Common since applies, when your outside the city off duty. If you act, to stop the great bodily of another it would more acceptable, then pulling traffic stop or anything else. You make a better witness. Then taken any action out of the city. We all know shi-t get twisted.

Pulling some bullsh*t 19 in your personal vehicle or getting involved in some petty misdemeanor while off-duty and out of jurisdiction is not what they are talking about. Taking action to prevent the loss of life or coming to the aid of a law enforcement officer is a different story. What this f*cking idiot Ortiz did is totally unacceptable.

Show me where it states, " not to be enforced outside city limits."

You can now stick out your gun on any minor crime and do your own reckless stop in plain clothes.

D.O. 1. Office of the Chief PMC Reckless and endangerment behavior allowed if you are certain people in the department.
