True. Here's another 2007 OPAGGA report about FHP. Most of the report has to do with moving the agency under another entity or leaving it stand along (this was before the CVE merger).

But it also shows how much revenue FHP generated vs budgeted, performance measures and yet again points out people leaving the agency for better paying jobs. During 2002-2007, 73% left FHP for higher pay LE.

The Legislature has known for years. They just don't care.
