The African American commissioners crying for more police involvement can't have it both ways. The moment you create proactive units and you start shaking the bushes in their communities they cry bloody murder and police abuse. The other side of the coin is a passive MDPD such as we have now intent on "community policing" to prevent violent confrontations with armed thugs and drug dealers.
