    A real Chief would have never written this.

    To All Members of the Department,

    On May 14, 2015, I terminated Lieutenant Alex Carulo for use of our email system to send pornographic and racist emails throughout the Department and to persons outside the Department. Mr. Carulo challenged his termination in an arbitration. The arbitrator’s decision was released yesterday, and it affirmed the termination as proper. Anyone wishing to read the opinion can visit Tricia Reeder in my office and obtain a copy.

    This is an important moment for our Department. The Carulo matter was a disgrace to this great agency. It embarrassed all of us. The arbitrator’s decision yesterday affirms the high standards of this organization. Racism will not be tolerated here. It will be repudiated.

    In upholding the termination, the arbitrator honored all of you and the professional work you do every day. He would not allow Mr. Carulo to return and work among us and dishonor us. I am thankful for his decision.

    I disagree. I think only a real chief would write such an email. The chief is absolutely correct! I thank him for freeing us this problem employee.

    This was nothing more than a victory lap for Oates. Is was in poor taste. Why didn't he ever do it for the cases the City lost?

    Did 31 years with the MBPD and I never saw a chief celebrate the decision of an Arbiter. Regardless of who won. Obviously, this is a case of mental illness.

    The Chief put himself over the Agency. His actions led to more negative press for the Department.
