LCSO captain reprimanded for working special detail during shifts

    LEE COUNTY, Fla. -

A captain with the Lee County Sheriff's Office was reprimanded for working special details during his regular work hours, shifting his time against department policy.

But NBC2 discovered the reprimand into Powell may have missed a time card discrepancy.

Powell allegedly clocked into work at the sheriff's office but then worked a special detail assignment, getting paid by the town of Fort Myers Beach for extra traffic and security.

The sheriff's office said their internal investigation found that Powell was not paid for both simultaneously, but he did wrongly move paid time off to shift his work schedule to accommodate the detail, against department policy.

The investigation started after an anonymous letter accused the nearly 30-year-veteran of working both his regular shift and the detail and being paid for both, similar to double dipping accusations of former-Lee County Sheriff's Office employee Randy Crone who's currently facing criminal charges for the allegations.

When asked if the department was concerned about another case of double dipping, undersheriff Carmine Marceno said no.

"He worked a detail, left, took paid time off and then came back," Marceno said. "Him adjusting his schedule is a policy violation."

The reprimand mentions two different dates of investigation. It states the anonymous letter pointed to March 15, but the investigation internally focused on March 16.

NBC2 found that Powell worked the detail on Fort Myers Beach on both dates.

"If there's something different and something else is shown, it is what it is," the Undersheriff told NBC2. "We're fact finding, and we'll absolutely look at that."

Documents showed Powell consistently worked beach details, paid $50 an hour, throughout the month of March 2017.

    Lightbulb Here we go again

The NBC 2 News had the past time sheets of Powell and discovered double dipping. The reporter blindsided the Under Sheriff with the past time sheets. NBC 2 did its home work and IA did not do it job. The under sheriff looked like a fool and completely surprised when the showed him the past time sheets. Randall is on fire with this letters. Great Job Crone who is next. It time for a independent agency to look into the double dipping.

Curious to know what the difference is from this Capt versus the other Capt that was arrested in December. If it was a policy violation for this Capt and not criminal why was other arrested.

How is this scenario any different from all of those captains and lieutenants taking vacation time to work all those baseball games. If you're going to make an example out of Powell you better get more Detectives in IA. DOUBLE STANDARD all day.

Clearly the policy needs to be changed or the practice needs to stop. LCSO is completely opening themselves up for scrutiny by punishing Powell and no one else. He did not double dip he used to vacation hours. A ton of people do this, and it is against policy so again either policy needs to be changed or you're going to have to punish everyone.

Most legitimate agencies have a strict day off detail policy. Most agencys have 100 deputies per captain. Captains dont work details because they are paid a living wage. Captain is a glorified sergeant at lcso. We have 42 Captains. So were are all the deputies.

Matt Powell is a coward, liar, AND a thief. Still doing what he has always done his entire career... Nothing... without others making the real dicisions. A fake yes man. He has worked that light for years and is no better than Crone. We all know he worked it on duty in the past. Done it for years. Great...He says he took work time off to do it....Not every time...So yes....He is a theif. Crone is loving this.

So what do you suggest he does, go to the corupt sheriff and say this is ridiculous we're running this place on a skeleton crew and it is unsafe for our deputies. Or should he protect the deputies under his command the best he could and try not to just become yet just another statistic at LCSO like many before him under this sheriff. I agree not all his decisions were the best ones but at the end of the day his decisions under this sheriff were the best he could make under the circumstances. He stepped down from major under this sheriff as he could not carry out the corrupt political agenda of this sheriff and ruin countless deputies lives as many before and after him have done. It's very evident to me if you are bad mouthing him you have never worked under our for him, as his deputies and their families always came first. #Powellforsheriff2020
