Dear Detective Phillip Harris,
I am hereby filing a formal complaint with you against Homestead Police Department K-9 Officer John Thomas Monaco (0611).

As I fear for my life and safety if hand deliver documents to HPD, I am providing it electronically. If you need a wet ink signature, I will happily
provide one for you.

However, due to the retaliation and repeated false statements made against me by basically every HPD officer involved, and your apparent lack of enthusiasm in punishing offenders at HPD, at this time I prefer correspondence via email so it is accurately documented for the inevitable future lawsuits.

Additionally for your convenience I have also included:

1) A list of some relevant Florida and U.S. Criminal statues

It is assumed here that you can find the relevant sections of the policy manual for which Monaco is in violation of by yourself, if however you experience any difficulty I will happily to point out the violations by page, section and paragraph.

I look forward to a quick resolution of this complaint, after a proper, thorough, and complete investigation is performed, and further hope your actions will allow me to write my first positive story about an HPD officer actually doing their job and upholding the law.

Garland Wright is in charge of Internal Affairs now. Phil Harris had to much integrity to continue working with the administration. He moved on to a better Police Department

Hey Doc,
You should look into Monaco's arrest for disorderly conduct, also you should dig into why he was forced out of the DEP after being employed for only 2 weeks.
