There were three spots at the begining of january, two promotions, 1 major demotion to lt.

That major position hasnt been filled so that is +1 lt. Additionally a lt made captain, and that position hasnt been filled. so its actually +2 lts.

So there should be at least 10 this year, not including any random retirements.
