The version I heard was that the Menocals noticed that all the fine little girls in their Cuban village were being flown to the USA during Operation Pedro Pan and they wanted to get some of that. So they rafted to Florida where they became school crossing guards to be near the children and worked their way up the ladder. They were known for donning clown suits and wearing Santa outfits and inviting the little girls to sit on their laps while enjoying the ice cream and puppies they supplied.
For almost 40 years no Menocal had ever been caught. The fact that Junior would make such a rookie mistake with that 17 year old is a disgrace to the entire family.
