New Police Video of Police Beating a homeless man

This is the same abuse Commander Alfonso does everyday to the downtown homeless. Even worse because his planting drugs and pipes to make an arrest.
Downtown officers are refusing to write the Arrest affidavit. I also heard that Alfonso never goes to court to testify in these arrest.
This must stop! IA keeps covering up all of these allegations.
