Other than that, there is no difference. They were both subject to policy that ignored the dangers that they were to the community.

This is the community at large's fault, (sheriff, teachers, pastors, politicians, and the parents and families-yet beat cops get the blame). Melly will get a pass because he's a misunderstood black child and the dirt-bag killer (18-1958) might get a little grace because of his last name-too bad he didn't go to the beach or a tanning salon before hand. Poor Trayvon "skittles" Martin, Michael "hands up-don't shoot" Brown, Freddie "ridin' dirty" Grey", this is all they're fault, Obama's squad, Sharpton, #BLM, Dream Defenders, CAIR, and all the other baiters.

This perspective has teeth for many reasons; one being that when the white shooter unleashes, it is attributed to mental illness; but when it's a black juvenile, its attributed to environmental factors. What you have pointed out exposes this and places the burden on policy and practice where it belongs. Biologically, regardless of extraneous variables, juveniles are in a stage of life where they absolutely need solid boundaries and structure in every area of their lives. Leniency and unclear boundaries are disastrous in parenting teens- and in law enforcement practice. Find a kid with wishy washy parents and you'll see a kid with problems. There are examples of this radical recklessness in the form of pictorial evidence from all demographics including N. Cruz and Melly the rapper.
