I worked for the Toledo Police Department during Diggs time as Chief and before he was Chief.
Each one of his promotions starting with Sergeant came about due to his complaining that Toledo needed more black Sergeants. Next he complained that the agency needed more black Lieutenants and on to Captain and higher promotions. This guy complained himself into promotions due to his race. He was a lazy cop that played the race card to the top. I have to agree he is not a good speaker.
