    It's a red can, so it MUST be the same red can even though he put the canisters with the County gas in the garage after getting back from the depot every single time and was seen on DIFFERENT days getting "red cans" from the garage.

    Witch hunt

    All you have to do is read through the transcripts in Lugo's case to see that this is a witch hunt. I know everybody thought they knew Lugo was guilty (including me) because they saw him putting gas in those cans on video. All I can say is wow.

    The email

    Good Afternoon Ladies and Gentlemen,

    To whom it may concern Hello and we Hope you are all doing well. As citizens of Miami-Dade County, law enforcement officers, HPOA, and PBA members some of us united to write this email to inform you all that a few weeks ago we informed PBA top attorneys Luis Fuste and Cristina Escobar of these 2 specific IA cases that were conducted in a horrible manner and now these 2 officers (who also happen to be friends of ours, husbands, fathers, sons, and brothers just like any of us) have been ultimately humiliated, disgraced in public, and furthermore terminated (while their cases are still open pending) by their very own department. Before we go on we ask you to please don't be so closed-minded and open up your eyes.

    In case some of you are wondering who is info@ledf.org. They are the "Law Enforcement Legal Defense Fund" and can be seen on CNN. Thank you LELDF board of directors for all you have done defending and supporting law enforcement officer in the line of duty throughout the country.

    We understand that due to pressure from the command staff along with stress and tunnel vision, mistakes can easily occur during these types of investigations by IA. It's our job as investigators to correct our wrongs when critical circumstances are brought up such as in these 2 specific cases we are about to mention. The errors deems them inappropriate and in one case even put the officers health at risk and for what we ask? As a strategy to force him to want to leave and say whatever you demand? For a stat? For a notch under the belt? Not fair and not right we say. These 2 decorative officers, as most of us, deserve more than the dept turning their backs to them and pretend they never existed. They have more commendations than the old timers. They have caught bank robbers, burglars, violent criminals, taken down numerous marijuana grow houses, have helped recovered millions of dollars back to the county, apprehended more gang members than you can imagine while at the same time helping and serving our community. These 2 individuals had a heavy influence in the West End District and since they're termination it has all gone down hill from community relations to the gang members running wild again like its the Wild Wild West.



    It was clear that our voices were not heard when we previously email PBA attorneys Fuste and Escobar so we then emailed Director Juan Perez and Commander Janet Lewis of the Legal Bureau. Our voices were still not heard and nothing has been done. So now we are reaching out to the SAO, President of the PBA, President of the HPOA, Board of Directors of LELDF, and Major of PCB to see what can be discussed and done for these 2 officers. We are the voice of law enforcement and speak for those whose voice cannot be heard. This is an easy fix we don't understand why it hasn't been done yet.



    Many of us have been forwarded a linK which directed us to a forum that speak of certain details in reference of two CCS open cases against 2 officers. Normally, we would sit back and let these cases be handled through the usual lengthy court process but what caught most of our attention are the circumstances that these investigations were handled and conducted by CCS personnel. We did our research on these two distinct cases prior to creating this email so you can be well informed of the situation. In the link you will see criminal cases against non-Hispanic officers that were investigated by non-Hispanic investigators for worse crimes and those non-Hispanic officers of high rank are currently working for the dept. Here we have 2 Hispanic officers investigated by non-Hispanic investigators and they get thrown to jail and treated like violent criminals. These are circumstances that maybe opening up Pandora's box.



    First case is a Theft/Official Misconduct case against a Sgt. E. Lugo. There are details that have been brought up that the Sgt. still has the gas obtained from the county pumps in his possession. Further claims are that CCS never obtained a warrant and confirmed that the gas poured into his personal vehicle is the same gas obtained from our county pumps. Sgt. E. Lugo was never interrogated nor asked to show the gas container which could have avoided any arrest or criminal information being filed against the Sgt. After we did some digging, some investigators arrested the Sgt. based on assumptions. On the Forum there are are other theft cases mentioned with names where the consequences are extremely minor and in some instances allowed to pay restitution. In the forum, you will see cases where unrelated theft charges were handled In-house and yet this Sgt. is being treated differently then these 2 officers. Not only were they arrested he was terminated prior to the outcome of his case which is still open pending. He is currently unemployed in hopes of getting his job back.



    The second case of concern is a theft against a Detective A. Socarras. Prior to being read his Miranda Rights and being interrogated by CCS personnel he had a medical episode requiring immediate medical assistance. After doing some digging, Det. A. Socarras was detained Just before 2am, kept awake, and was not provided with food for several hours before throwing up numerous times feeling faint, dizzy, weak, exhausted, and confused. We questioned those symptoms and it was confirmed he recently underwent a bariatric operation where according to other officers that had the same surgery it involves 80% of his stomach being removed and as a result they may become "Hypoglycemic" and experience a "Dumping Syndrome" which occurs when they don't eat every 3 hours especially during their regular fasting hours. While he was having that issue, Fire Rescue was not called nor was any professional medical assistance rendered instead he was immediately interrogated by CCS personnel. We found out recently he was terminated. If it comes to light Det. A. Socarras was terminated as a result of a medical issue that would violate the Disability Discrimination Act. Let's not mention the county funds was stored inside a county vehicle not in his wallet or pockets so technically there's no crime just his statement after the fact which if we were in his shoes having those symptoms, detained for long and extensive hours, and being interrogated multiple times, anybody who isn't in the right state of mind and most likely coerced or promised leniency would say whatever they wanted to hear to let them out and be whole again. Protocol is to call Fire Rescue and let them determine if Medical treatment is necessary but If CCS investigators aren't paramedics then none of us understand why they neglected such an event that clearly impairs an individuals judgement which only takes the push of a button on our radios. Oh and since when do we as a professional and credited department disclose the identity and address of an undercover narcotics/gang unit officer to the media? His information is private to the public which means someone in our dept disclosed his information putting his life and family at risk. Is that how we will be treated after all that any of us do for this dept.



    We are writing this email not to point fingers or put blame on anyone but because we all make mistakes in our investigations not intentionally but when it comes down to it when we realize we messed up we have to be the bigger person and do what's right.



    These 2 cases have 2 things in common which are as follows: The officers have not filed a law suit or have their lawyers gone to the media with this yet and the only reason we can think of is because as children of God they don't want to do anything in bad faith instead forgive and pray to work once again for the best law enforcement agency on this planet which is MDPD, as most of us here enjoy and have the pleasure of working for. You can reinstate them, cut their back pay in half, and even put body cameras on them for all we care. These are tough times for law enforcement everywhere in this country. We don't only have to watch our back for violent criminals and media but now we have to watch our backs for our very own that are out to get us with mal intent so they can articulate to keep their cushy jobs with weekends off.



    These are things that are going on without you all knowing the truth and we are confident you will do the right thing for these two individuals and pray we can better the lives of these officers and their families which also have been affected. These cases are definitely not in the best interest of the department and believe cases should be reviewed to avoid any negative publicity to our beloved department. All it takes is a private interview with these 2 officers and question them for yourselves. We pray to the lord to protect us from any mishaps such as these hence why we are bringing it to light.     Dear Sir/Madam:



    Thank you for your e-mail message. I am prohibited by rules of conduct from contacting either Mr. Socarras or Mr. Lugo, as they are both represented by counsel. I am relatively certain though that their lawyers have the information that you have detailed in your message and that they will use in their defense of both officers. It appears as you may have additional insight into the investigations that lead to the officers’ arrests. If you believe that you have evidence that the officers’ lawyers may not have and that you would like prosecutors to consider, you may contact the officers’ lawyers or me directly. I am obliged to consider whatever relevant and credible evidence exists relating to the cases against the two officers.



    To be clear, I am only speaking of the officers’ criminal cases. Of course, I have no authority to engage as regards the MDPD’s internal administrative procedures.

    whether pcb screwed up or not socarras is a piece of shi% who admitted his guilt he can never be a cop he tainted the bureau
