Drop is only offered and extended for certain staff members, that has pleased those at city hall. It seems when they do this their telling the rest of the Lt's they don't have what it take to step up and assume a higher rank here. Some do, most don't. Yet they will never get the opportunity to see if they do. Just how city hall really picks the major's of the districts. I can understand them having a say in the commanders rank, cause they are basically PSA'S anyway, for anything other then who they select as chief. They should have no say who gets appointed. If you think for a second that Lube or any staff member really gives a shit for the rank-n-file. Forget it. look to how much they received in pay raises. To the officers over the last 5 years, when we took a hit on a lie for OUR union. We can't get any step raises or a livable contract. Even with the city have well over 200+ million in reserve.
