There are a slew of folks hired by Rice who screwed whores and got fired, used drugs and got fired, beat their spouses and got fired, harbored and had sex with a runaway and got fired, screwed or got screwed by inmates and got fired, or consistently screwed or tried to screw other deputy's wives (The Great Reverand Al, Bullshitter of the century, comfy place in hell set aside for you Father Al). The list goes on and on. So does that make Rice a clueless idiot who should have never hired these people too? I know, Bob should have keen 20/20 vision on what was going to happen. In that case Rice was a blind old drunk who was asleep at the wheel of the SS PCSO. Which was pretty accurate after a night at the VFW off of Duhme Road.
