Please have ITD make an online transfer request page, that officers can make requests and see where they are in queue for that transfer and help them find bodies to swap with in other districts & bureaus. Officers can see how long they've been waiting and the seniority rank of the transfer.
Example officer logs in, can scroll through a list of people wanting to transfer to their district/bureau, can then make a request to transfer which notifies via email the administration lt or sgt for both entities that they have persons wanting to transfer. Then the administration person can log in and mark a box that says in process, approved, denied (reason).
Something similar for position interviews would be good too. Officer logs in, finds a interview, submits request and resume to whoever the interviewer is. Interviewer gets an email that says so and so is interested, can confirm or deny or what not. After interview is done all that interviewed get a link to a scanned copy of the interview results memo.
We are in the 21st century, there is no reason for the current processes to be so convoluted for officers to do.

Cool idea, not sure command staff will implement though. Think of it, all of a perspective unit/district puts in a transfer request for all to see! Gee, do you think the command staff wants everybody to see that?
