Impossible the Business Council, and the Lt's love to control who gets fired and who to write up for no reason. I don't know where you're getting your information from but that will NEVER happen. What the new Chief needs to do is fire everyone on that second floor with him and start with a new upper brass who will back you up instead of trying to fire you, write you up, or suspend you for doing your job. It's not easy working with those Indians and why make it harder by having Lt's who will sell you out in a heart beat to save their own jobs.
