Not a rumor, a practice that to a lesser extent has been in effect for years. If the Robber by Sudden Snatching is apprehended, it counts as a Robbery, with the accompanying Exceptionally Cleared "robbery" cases derived from such arrest. If not, it is counted under UCR as a Class A Offense, 06 Larceny Offenses, Purse Snatching 230B. Clearly under this administration the practice has gone into overdrive to mitigate Patterson’s "soft on criminals" failures! No need for a formal directive, a subtle suggestion on a compliant major's ear is all it takes.
