    Two different animals

    DownTown and OverTown are two different animals, DownTown is full of businesses were it doesn't take much to reduce crime, only if there was a different approach of course but with less officers every week and utilizing 80% of the beat guys to do surveillance on 35's and panhandlers it is impossible to effectively target the real problem facing the area. The actual approach is failing but seems to me that failure within DownTown general managing of policing is the norm of the day. All you have to do is look at the P-Sheet and listen to the radio.
