You may be right on some of the names but not all, great guess, but its equal parts politics, talent and heredity
Remember since the 80's MDPD has had an unofficial "official" policy of racial balancing all command staff positions, so you have to factor in the race of the people involved also. For those that don't know command staff is the total number of positions from major to director. that why you have 3 A/d one Black one Latin one Anglo. now because Latins are the predominate composition of Dade County they are expected to have more positions than Blacks and Anglos. But history since the late 80's is to have a fairly balanced command staff.
So using these guidelines and past practices, that is why now A/d Hanlon first replaced an Anglo chief and then A/d Heller when he retired. A/d Daniels replaced the spot of Director Patterson after Director Perez promotion and A/d Ramirez replaced the spot of Perez.
So you have 3 Chiefs openings formerly held by an Anglo and two Latins, look for a similar replacement strategy keeping in mind Chief Pratt is Black and Chief Knophler Latin (surprise)
now you have 5 major openings not including any openings created by the promotions to chief
these were formerly held by 3 Latins and 2 blacks again look for close if not similar replacements.
