    THE NIGHT OF JAN. 7, 2013
    Chief OROSA , was engaged in a coverup

    On the night of January 7, 2013, Placido Diaz, then an aide to Miami City Commissioner Willie Gort, and now the administrator for the Red Light Camera Program, pulled out a City of Miami Police Department issued Glock 23, 40 caliber semi-automatic pistol - a pistol that he was allowed to carry because he was a Reserve Officer - and threatened to kill himself during a dinner with his step-daughter and her husband at Los Ranchos, a Bayside restaurant.

    I wrote about this incident on January 28th, and again on February 11th, first revealing that the incident took place, and then revealing that the Police Department, starting with the Chief of Police, was engaged in a coverup trying to deny that the incident took place and going so far as to claim that because I had originally provided them with January 10th as the date of the incident, they had been unable to uncover the incident report.

    That was all a flagrant and mendacious lie. Multiple sources confirmed to me that All of the top brass knew of the incident the morning after it occurred, and that there was a conscious decision to deny that it occurred until I put so much pressure on them that they had to acknowledge that it had.

    You will hear on the audio tape below how the restaurant manager who made the 911 call describes the guy who pulled out a gun and threatened to kill himself AS A FORMER COP. How long do you think it took that information to start circulating?

    For Chief of Police Manuel Orosa to attempt to deny that this incident occurred, when Diaz was not only a former cop, but also an aide to City Commissioner Willie Gort, and had on top of that been one of the handful of plotters involved in helping to get former Chief Miguel Exposito fired which led to Orosa becoming Chief, was not only stupid, but also dangerous because as I revealed in my January 28th story he nor his staff made any effort to warn the Sgt-At-Arms who provide protection at City Hall that Diaz had exhibited this kind of dangerous behavior.

    You can read my original stories, and especially the February 11th story to understand how serious this incident was to public safety.

    Even after I got the Police Department to turn over the incident report, they refused to provide me and El Nuevo Herald an audio copy of the Dispatch Tape of the restaurant employee who called 911 because, 3 weeks after the incident occurred, and after I pounded the Police Department with my accusations of a coverup they decided to conduct an Internal Affairs Investigation.

    If it hadn’t been a coverup, and given the obvious mishandling of the response to the call, such an investigation would have been ordered days after the incident, and not weeks!

    That investigation was concluded on August 26, 2013, with a finding that Sergeant Carlos Mendez, the officer who had responded to the 911 call had violated 12 separate Police Department and Civil Service Regulations in his handling of this incident. He received a 20 hour suspension without pay “for having failed to fulfill your obligation as an employee of the Department of Police, City of Miami Florida.”

    Although the investigation was completed and the IA Report was distributed to a number of city departments and the AFSME and FOP unions, I did not receive a copy of the audio tape and the IA Report until February 13th of this year.

    That part of the story will be dealt with in PART II that I will be posting after I complete my retrieval of records.

    Below is the copy of the 911 call, and the IA Report. If anyone is unclear of what the Family and Friends Plan that I often write about means, read the IA Report and look at how Sgt Carlos Mendez, who was a friend of Placido Diaz handled this “investigation” after he arrived at the restaurant.

    Mendez deserved far for than a 20 hour suspension without pay for what he did, but that too represents another example of the Family and Friends Plan.

    Had I not conducted my own investigation and questioned the employees at the restaurant several days after the incident happened, no one would have ever know about this incident, because from the very beginning, not only Mendez, but Police Chief Manny Orosa and many in his command staff knew, and went along with Mendez’s initial efforts to cover this up until it became impossible to do so.

    Yes, thanks Mayor Lopez for recruiting and hiring an honest man as chief of this cesspool of a department.

    Chief Diaz HAS stopped the rampant corruption that was all too common here in SW.

    Moreover, he will demand accountability for the slugs under his supervision **AND** he will make the thieves who stole from the evidence room pay for their crimes...by spending many years incarcerated.

    1- the commission does have the power to over turn , and make the mayor do as the charter and code say.

    With Mr. RALPH VENTURA, it is clear he has been on Mayor Lopez's side for a long time. so with his verse of the city charters and codes, he made an attempt to steer the commission in the wrong direction.

    As directed in the last 6/15/15 meeting, the commission has the votes to "oust" the mayor from office, through the legal terms or through the recall process! either way Mayor Lopez only has one vote on the commission!!!!!! The commission doesn't need Insolina's vote to get their 5 to 7 split to sue the mayor and throw him out of office.

    Mr. Mayor should know that either way he will be facing a recall come May of 16. this will happen and his willingness to violate city charter/code numerous times while on the news and in the mayors chair.
    The mayor's don't care attitude toward the commission will be his down-fall. he should at least try to fake it a little.

    2- lets go back when Lopez stated on the news that former mayor Diaz didn't care about the law. Lopez is now breaking the city law, now who's the one that doesn't care? Apparently, its only one side depending what side you are on.

    Lopez should have rolled with it and let this first year by, instead he is trying to tip-over a 3000 lb bull. its not going to happen!

    It is without a doubt that we all know that fired city attorney now Orlando suckass Ralph Ventura is behind a lot of the missing money. We will see what happens now that Peter is cooperating too. Robert Muriedas was always suspicious of Peter, but Peter isn't that stupiid. He knows what to say, when to say it, and when not to speak. The bureau pegged him right. But they also pegged Ralph Ventura and Manny right as well. Don't think for one minute Ralphie boy that your visits to Alabama have been unnoticed. It is ironic and utterly crazy to bring the media in and boast about ethical change when the first unethical conduct that is being promoted here is supporting the actions of the former convicted mayor. That is why "Gotti" is calling the shots from Alabama.

    A real good check of financial records will reveal the hidden CDs of cash that were pocketed by the city attorney, Manny and Robert. Orlando dipped in too.

    The street soldiers for the Southland crew were: Reny, Willie, Oliu, Miranda, Pichardo, Fuggy, Saavedra and Ochoa knew how to "count". The real count vs. the Manny-Fuggy count. By the way, the FBI is still looking for the Ranger that was bought with the tow money Ochoa. Where did you hide it??

    Ochoa controlled all of the TOW FEE money
    Anyone at all who knows the real workings of the Sweetwater police department knows very well that Ochoa was the administrator who controlled and disseminated the cash to money that you collected from the blue mailbox. With that money he bought food, dogs, computers, training and who knows what happened to the rest of it. None of that money never made it to the general fund. None of that money never made it to the general fund. Ochoa must have lied to the FBI and county public corruption and FDLE about his involvement there too. He was also the one who would make Sordo, Alvarez, Carril, Wrves and Willi tow 10 cars a day for southland tow co.

    For that reason, Mayor Giménez like Mayor Lopez use the veto as a weapon to block or delay any decision of the commissioners creating a financial crisis.
