    Sweetwater's former police chief promoted at least four officers who did not have the proper qualifications, according to a grievance filed by Miami-Dade County's largest police union.

    Among the officers named in the complaint from the Police Benevolent Association: Sgt. Jenna Mendez, the daughter of Miami-Dade Commissioner Lynda Bell.

    Mendez owns a fencing company, Fence Assured, with her husband, Damian -- a fact Bell did not disclose earlier this year when she successfully sponsored legislation to allow more chain-link fences in front of homes.

    In October of last year, Sweetwater gave the company a fencing contract, according to El Nuevo Herald's Brenda Medina and Melissa Sanchez:

    El Nuevo Herald weeks ago requested access to the personnel file of Officer Méndez, the daughter of County Commissioner Lynda Bell, as well as the files of other officers.

    However, police spokesperson Jorge Fernández de Lara said this week that “higher authorities had requested that police personnel files and other documents” be kept secured because they could become evidence in an investigation.

    Fernández de Lara, who did not identify the “higher authorities,” said those documents are locked in the department’s evidence room despite the fact that they are public records.

    Méndez’s family has also received other benefits from the city of Sweetwater.

    In October of last year, the city gave a contract to Fence Assured LLC, a fence installation company owned by Méndez and her husband, Damian.

    City officials could not specify on Friday how much money the city has paid to Fence Assured since the signing of the contract, but the company has installed several wire-mesh fences at several Sweetwater properties, including a piece of land on Northwest 17th Street that, according to images published on the company’s website, are used by two city helicopters.

    In February, Bell promoted legislation at the county commission to lift a ban on wire-mesh fences at homes without revealing her daughter’s business in this field. The Eye on Miami blog first reported on the fencing company last week.

    Méndez started working as a police officer for the city of Sweetwater in January 2011, less than a year after being fired from the Homestead Police Department. Méndez lost her job as a reserve officer in Homestead, where her mother had been mayor, after allegedly threatening her boyfriend with a gun in February 2010. Méndez’s lawyer argued then that it had been in self-defense.

    After manny maroÑo's arrest the city of sweetwater police department initiated a wide open investigation on the secret evidence room as well as the money and lost vehicles that were towed by southland, the towing company.
    It is very funny that pumpkin head declares that the fdle found
    these violations due to his request... When the reality is that this has been an open federal and state investigation since 2013.

It's pathetic that they were allowed to walk away from something so unethical that it's bottom line stealing. One of them even got promoted to lieutenant I heard and the chief has him in charge of their detective division , where peop,senior personal files are . You don't stick a rat in a cheese factory . So you talk about corruption and want to clean the house ? Then start with these four .

    Who has given him the authority to do so?
    Why hasn't the chief put a stop to this, knowing how many laws and charters he is violating?

    Non-other then Richard Pichardo, that's who.

    1- Richard Pichardo looking at police officers files with even being a city employee
    2- Pichardo could be removing/inputting documents from police officers files.
    3 - Pichardo in violation of "hipa". Officers have medical records in their file.
    4 - Pichardo is not a sworn officer nor a contract employee in very sensitive areas of the police department.
    5 - Pichardo has access to evidence / property room materials.
    6 - Pichardo is in violation of civil rights ad police officer L.E.O. bill of right.
    It is unfortunate that nothing has changed in a place that COULD be an awesome department

    Just like Homestead, Sweetwater PD is operating in a fog these days. Sadly, and unlike Homestead, the place was improving and becoming a more professional department under the leadership of Jessie Menocal. Morale was high and the personnel were motivated. Then, the world of politics came into play and the new Mayor, Orlando Lopez, won purely on a technicality and immediately unjustly fired 15 officers for no reason other than they didn’t support him for office. Polling indicated that Lopez was going to lose the election by a huge margin, but here in the greater Miami-Dade area controversies and uncommon things are commonplace. The mayor’s decision to fire the officers was overturned by the Council by a vote of 6 to 1.

    However, I have a funny feeling that Mayor Lopez suffers from a disease recently revealed as Gimenezitis, a condition of severe narcissism, which affects the brain matter. So, stay tuned – this one might become as juicy as Homestead before it’s all over.

    Yes, the City of Sweetwater is back to its old ways during the days of Mayor Manuel Marono’s “maranas” (shading dealings). By the way, he is in jail right now for those maranas. The City had started its long road to professionalize and cleaning up its tarnished image under the leadership of Mayor Jose M. Diaz. Mayor Diaz is an honest professional whose only interest was only to the City of Sweetwater residents and the City’s employees. Due to a technicality, Mayor Diaz was unable to run for re-election for mayor and the maranas started all over with the present default mayor by the name of Orlando Lopez. Mr. Lopez has been nickednamed “pumpkin head,” you be the judge as to why. Mr. Lopez’ first act was to hire all his colonies, whether qualified or not. Mr. Lopez then forced out several highly qualified city professionals, including Chief Jesus Menocal to make room for his pumpkin patch. Chief Menocal is a highly qualified professional who rose through the ranks and is well-liked by the officers and the community. I was also told that Mr. Lopez even has former Lieutenant Richard Pichardo writing departmental memoranda for the new chief. Yes, the same Lieutenant Pichardo that was fired over a year ago that had the City’s missing horse at his house for almost a year. It appears that Mr. Pichardo is conducting city functions although doesn’t appear on the payroll. HUMMM!!!

    As part of the pumpkin patch, Mr. Lopez hired Mr. Palcido Diaz. On Mr. Diaz’ first day in office he unjustly fired 15 officers. The City commission, under the leader of Vice Mayor Jose M. Diaz passed a resolution 6-1 to re-hire back all of the officers. Guess who was the one that voted against the resolution, Isolina Marono, Manny’s mother! As of this writing, we are still awaiting the chief to carry out the commission’s directive — just another sad day in Sweetwater politics.

    Mr. Placido Diaz a/k/a "Baker Pumpkinhead" you are not ratified as a Police Chief by the elected officials of the city ( the Commissioners), you have to leave my friend, whether you like it or not.
    If you decided not to leave in a nice way, a judge will order it!, and you are going to be forced by the court to leave the office.

    The "strong" mayor is the city administrator, but he must obey and comply with the City’s Charter; like it or not, if he refused to comply with the chapter a judge a or governor will forced him to do so or removed.

    Sometimes I don’t get thing exactly right, but I’m never that far off from the real truth about the people and schemes that I write about.

    Before
    At the beginning of the week I wrote about former slumlord Placido Diaz a/k/a PUMPKIN HEAD becoming the new Hearing Officer for the Red Light Camera Court that the City of Miami is starting up.

    I was wrong, he’s going to be the administrator.

    I couldn’t nail down the exact amount that he’s going to be paid, but I was told it will be in the $60,000 a year range. That’s a $20,000 a year increase from his salary he’s getting with Commissioner Willie Gort. That’s a nice jump in salary for a guy in need of cash after walking away from over $3 million in debts.

    More importantly, he going to become an employee of the Miami Police Department, which now explains very clearly why Chief of Police Manny ‘I Do Favors For The Commissioners’ Orosa is refusing to sign the IA Incident Report on the Diaz incident, where he pulled a gun and threatened to kill himself at Los Ranchos restaurant at Bayside last January.

    How would it look to hire Placido Diaz in the Police Department if that report, that I’ve been led to believe doesn’t make Diaz or the officer who answered the call look good.

    I mean really? This is a guy who showed such bad judgement - and I’m being kind here - that if he hadn’t been a former cop, and an employee of a Miami City Commissioner, would have been hauled off under the Baker Act to spend a minimum of 48 hours in an institution.

    Is Placido Diaz still a Reserve Police Officer after this incident? Does he still have a license to carry a concealed weapon? These are real and legitimate questions that the main stream news medias should be asking of someone who is now going to be hired by the Police Department to be the Red Light administrator!

    The other question is that given that Diaz tried to get back on the foce last year, and didn’t, will this hire mean that he can get back on the police pension plan? I mean really? Will the taxpayers end up paying this guy a pension?

    And just for giggles, who is going to be looking over Diaz’s shoulder to make sure that everything is done according to Hoyle?

    It’s obvious that if the Chief of Police is willing to sit on an IA Investigative Report that’s critical of Diaz before he even becomes the administrator of this Red Light Court, then who’s going to be making sure that things run on the up and up with this new little financial boondoggle? And it will end up being a boondoggle because this is the Banana Republic of Miami after all, and stupid shit happening is just par for the course, starting with the fact - and you can make book on this - that this program will turn out to be underfunded and understaffed, and a year from now will be cosily operating somewhere spending more money than it takes in.

    You gotta love the Manny Orosa, the Chief whose always eager to do a City Commissioner a favor, in this case Willie “Under Criminal Investigation” Gort, even if it means hiring someone with the potential to go postal and pull out his gun again the next time things get too stressful!

    Placido Diaz has demonstrated that he’s not the smartest, or most trustworthy rock in the quarry and it wll be really interesting to wait for the stories about how this program is running start leaking out.

    Best of all, with all of the crying and gnashing of teeth by those good folks in Coconut Grove along with Commissioner “Ethics” crying about the need to spend another $9 - $10 million on hiring more police, it’s just going to be too funny that a portion of this money will end up going to hire Placido Diaz.

    Let’s see how that helps put a stop to all those stolen bikes and break-in’s, right!
